ANNOUNCEMENT 

The Judicial Council of the Republic of North Macedonia at the 503rd session held on October 24, 2024 (Thursday) amended and supplemented the agenda and decided on the following:

1. Adopted the Minutes of the 499th session of the Judicial Council of the RNM dated 09/19/2024, without comments;

2. Determined the termination of the judicial function of Maritsa Avramcheva Zafirova, judge of the Basic Court of Gevgelija, due to fulfilling the conditions for an old-age pension;
- Maya Avramova, judge of the Basic Court of Gevgelija, has been appointed as the acting president of the Basic Court of Gevgelija;

3. Adopted a Decision to publish an announcement for the election of presidents of the Court of Appeal Gostivar and Basic Court Kratovo;

- Delivered a conclusion on exemption from drawing lots when forming Commissions in relation to published announcements for the election of judges and presidents of courts, as well as Commissions of reporters after submitted requests for determining the responsibility of a judge/president of a court and that of the members of the Council, Loreta Gorgieva and Mirsad Suroji, whose mandate will soon expire due to the expiration of the time for which they were elected;

- A Commission was formed to verify the fulfillment of the conditions and criteria for the selection of presidents of the Gostivar Court of Appeal and the Basic Court Kratovo, consisting of:
-Tanya Chacharova Ilievska, M.A. - President of the Commission;
-Antoineta Dimovska, MSc - member of the Commission and
-Ivica Nikolovski, MSc - members of the Commission;

4. Performed selection of lay judges of the Basic Civil Court Skopje and Basic Court Gevgelija, so that:
-Lidija Boškovska has been elected as a lay judge of the Basic Civil Court in Skopje
- Victoria Najdeska was elected as a lay judge of the Basic Court of Gvgelija;

5. Decided on the requests of judges for travel expenses for transportation and decisions were made, as follows:

- The request for reimbursement of expenses of Ahmed Idrizi, judge of the Basic Criminal Court Skopje is respected and he is granted the right to reimbursement of transportation expenses as a judge who lives in one municipality and works in another municipality as long as the judge performs the judicial function in Basic criminal court Skopje,in the amount of the actual costs of transportation by means of public transport, which enables timely arrival and departure from work on the route Gostivar - Skopje and vice versa and

- The request for reimbursement of expenses of Dragan Jakovlevski, judge of the Basic Court of Bitola is respected and he is granted the right to reimbursement of transportation expenses as a judge who lives in one municipality and works in another municipality as long as the judge performs the judicial function in the Basic Court Krushevo,in the amount of the actual costs for transportation by means of public transport, which enables timely arrival and departure from work on the Bitola-Krushevo route and vice versa;

6. Formed Commissions in connection with conducting an extraordinary evaluation of candidates following a published announcement for the election of two members of the Judicial Council of the RNM from among judges and of candidates following published announcements for the election of presidents of the Bitola Court of Appeal, Gevgelija Basic Court, Kočani Basic Court and Basic Court Strumica as follows;

---Commission for evaluating the work of the President of the Court of Appeal Shtip, judges of the Court of Appeal Skopje and the Court of Appeal Shtip, judges and president of the Basic Court Shtip, judges of the Bitola Court of Appeal, judges of the Basic Court Gevgelija, Basic Court Kočani and Strumica Basic Court, composed of:
- Tanja Chacharova Ilievska, MSc - president of the Commission (member of the Judicial Council of the RNM;
- Hanif Zendeli - member of the Commission (member of the Judicial Council of RNM) and
- Isamedin Limani - member of the Commission (member of the Judicial Council of RNM);

---Commission for inspection and assessment of the president of the Shtip Court of Appeal and judges of the Bitola Court of Appeal, the Skopje Court of Appeal and the Shtip Court of Appeal, consisting of:
- Jelica Krstevska - president of the Commission (judge of the Supreme Court of the RNM);
- Katerina Georgievska - member of the Commission (judge of the Supreme Court of RNM);
-Djemali Saiti-member of the Commission (judge of the Supreme Court of RNM);
-Safet Kadrii-member of the Commission (judge of the Supreme Court of RNM) and
-Shpend Devaja-member of the Commission (judge of the Supreme Court of RNM);

---Commission for inspection and evaluation of the President of the Basic Court of Shtip, consisting of:
-Svetlana Jovanova - president of the Commission (judge of the Shtip Court of Appeal);
- Gjorgi Andonov - member of the Commission (judge of the Shtip Court of Appeal);
-Vesna Dimitrievska Nakova-member of the Commission (judge of the Appellate Court Shtip);
- Todor Pop Panev - member of the Commission (judge of the Shtip Appellate Court) and
- Danka Ristova - member of the Commission (judge of the Appellate Court Shtip);

---Commission for inspection and evaluation of judges of the Basic Court of Gevgelija, consisting of:
- Kenanzia Mehmed - president of the Commission (judge of the Skopje Court of Appeal);
- Roza Georgieva - member of the Commission (judge of the Skopje Court of Appeal);
- Anita Miloshevska-member of the Commission (judge of the Bitola Court of Appeal);
- Liliana Itzkova - member of the Commission (judge of the Gostivar Court of Appeal) and
- Mirjanka Gotcevska Stefanovska - member of the Commission (judge of the Court of Appeal Shtip)

---Commission for inspection and evaluation of judges of the Basic Court Shtip, Basic Court Kočani and Basic Court Strumica, consisting of:
- Tony Delev - president of the Commission (president - judge of the Appellate Court Shtip);
- Todor Pop Panev- member of the Commission (judge of the Appellate Court Shtip);
- Nikola Krsteski-member of the Commission (judge of the Bitola Court of Appeal);
- Emine Murati - member of the Commission (judge of the Gostivar Court of Appeal) and
- Gordana Sajkovska-member of the Commission (judge of the Skopje Court of Appeal);

7. Discussed a decision made at the General Session of the Supreme Court of the RNM, regarding the temporary referral of Judge Katerina Todorova from the Basic Court of Strumica to perform a judicial function in the Basic Court of Delchevo and after the discussion made a decision by which Katerina Todorova, judge of the Basic Court of Strumica he is temporarily referred to perform the function of a judge in the Delčevo Basic Court, for a period of one year from the day of the referral;

8. The Council discussed the petitions and complaints from citizens and legal entities about the work of judges, presidents of courts and courts, submitted to the Judicial Council of the Republic of North Macedonia, namely:

UPP No. 08-279/24, 310/24, 328/24 and 343/24;
The petition under UPP No. 08-229/24 has been withdrawn for the next session;The petition under UPP No. 08-317/24 was founded;

9. After the open debate on the item in question, it was withdrawn for the next session;

10. Formed Commissions of reporters after submitted requests for determining the responsibility of a judge/president of a court and

11. In connection with a submitted request for nomination by the Academy of Judges and Public Prosecutors, after the discussion of the members of the Council, a conclusion was reached to notify the Academy, so that:

- the withdrawal of the member of the Judicial Council of the RNM-judge Antoaneta Dimovska, M.Sc., as a deputy member of the Program Council of the Academy of Judges and Public Prosecutors;
- for a member of the Board of Directors of the Academy of Judges and Public Prosecutors is nominated Hanif Zendeli - member of the Judicial Council of the RNM, and for his deputy nominated is Todor Pop Panev - judge of the Court of Appeal Shtip and

- as a member of the Management Board of the Academy of Judges and Public Prosecutors, Antoineta Dimovska, M.Sc., a member of the Judicial Council of the RNM, has been nominated, and as her deputy, Emelj Kranli Ali, judge of the Basic Court of Resen, has been nominated;

- Following a request submitted by Petranka Tasheva, judge of the Skopje Court of Appeal for the termination of the right to reimbursement of expenses due to a change in circumstances, a decision was made terminating her right to reimbursement of expenses for a life separated from the family, which was previously recognized by a decision of The judicial council of RNM and

- A decision has been made adopting the amendment to the Annual Plan for Public Procurement of the Judicial Council of the Republic of North Macedonia for 2024.
